Every referee starts out at the bottom of the ladder, but if you want to progress to the next level or even to international standard, we're here to guide you along the way.

Unlike the regular football season, the referees’ promotion season commences on 1st March and ends on the 28th/29th February the following year.

Applications for promotion must be made using the below application form and returned no later than 31st May to our Referee Development Officer Lewis Smith.

Following a slight restructure by the FA, the full refereeing levels which came into effect in 1st March 2017 are as follows:

  • Level T: Trainee Referee (learners completing the FA Referee course)
  • Level Y: Youth Referee (qualified referees aged 14 or 15)
  • Level 7: Junior County Referee (qualified referees aged 16 or over)
  • Level 6: County Referee
  • Level 5: Senior County Referee
  • Level 4: Supply League Referee/Contributory League Assistant Referee
  • Level 3: Contributory League Referee/Panel League Assistant Referee
  • Level 2b: National League North/South Referee
  • Level 2a: National League Premier Referee
  • Level 1: Football Leagues 1 and 2 Referee
  • Select Group 2: Football League Championship Referee
  • Select Group 1: Premier League Referee
  • FIFA List: International Referee

Promotion Information for All Candidates

In order to apply for promotion, all referees will be required to meet the following criteria:

  • Apply for promotion no later than 31st May 2018
  • Return the promotion application form (Page 17 of the Promotion Scheme Guidance Booklet) to Lewis Smith no later than 31st May 2018
  • Return the Service Level Agreement (SLA) (Page 19 of the Promotion Scheme Guidance Booklet) to Lewis Smith no later than 31st May 2018
  • Register as a Lancashire FA match official no later than 31st May 2018
  • Must have spent at least one full season as a Level 7
  • Regularly submit your closed dates to closeddates@lancashirefa.com
  • Pay the applicable promotion fee of £25

Promotion Levels

Anyone who is partaking in the FA Referee Course will be classified as a Level T referee.

Upon successful completion of the course, they will automatically be promoted to a Level Y referee (ages 14 or 15) or a Level 7 referee (aged 16 or over).

In order to enter the promotion pathway, a referee must spend one full season as a Level 7 referee.

Referees who wish to be promoted from Level 7 to 6 or Level 6 to 5 must meet the following criteria:

  • Referee a minimum of 20 open-age fixtures throughout the promotion season (U21 or above), of which a maximum of five can be U21
  • Receive three assessments throughout the promotion season, of which a maximum of one can be an U21 fixture, and achieve a minimum average mark of “Standard Expected”
  • Attend a mandatory Lancashire FA Promotion Seminar on either Sunday 17th June 2018 or Sunday 15th July 2018
  • Attend at least one further Promotion In-Service Training Event on either Sunday 2nd September 2018 or Sunday 11th November 2018 (Attendance at both days is strongly recommended)
  • Successfully pass a Laws of the Game exam at the Lancashire FA Promotion Development Day
  • Act as Assistant Referee on a minimum of five open age adult fixtures (Saturday competitions only)
  • Accept Lancashire FA County Cup appointments
  • Ensure a high level of efficiency in administration
  • Regularly submit fixtures to the Observers co-ordinator (Lewis Smith)
  • Maintain acceptable club marks
  • Payment of £25.00 Promotion Administration Fee
  • Submit a record of games officiated on to Lancashire FA as and when requested
Apply for promotion from Level 7 to Level 6
Apply for promotion from Level 6 to Level 5

Referees who wish to be promoted from Level 5 to 4 must meet the following criteria:

  • Referee a minimum of 20 open-age fixtures throughout the promotion season (U21 and below do not count)
  • Receive five assessments throughout the promotion season and achieve a minimum average mark of 73
  • Act as Assistant Referee on a minimum of 10 open age adult fixtures (only matches on the North West Supply League Pool, EFLYA U18s, Lancashire FA or FA competitions will count towards the 10 required)
  • Attend a mandatory Promotion Development Day at Lancashire FA on either Sunday 17th June 2018 or Sunday 15th July 2018
  • Attend a mandatory FA Promotion Seminar – date TBC (August/September/October 2018)
  • Attend at least one further Promotion In-Service Training Event on either Sunday 2nd September 2018 or Sunday 11th November 2018 (Attendance at both days is strongly recommended)
  • Successfully pass a Laws of the Game exam at the FA Promotion Seminar
  • Accept Lancashire FA County Cup appointments
  • Ensure a high level of efficiency in administration
  • Regularly submit fixtures to the Observers co-ordinator (Lewis Smith)
  • Maintain acceptable club marks
  • Payment of £25.00 Promotion Administration Fee
  • Submit a record of games officiated on to Lancashire FA as and when requested
  • Must successfully complete a Contributory League Assistant Referee Nomination fitness test between 1st July 2018 and 28th February 2019. The minimum standard to be attained is a 12 minute continuous run (minimum distance to be completed is 2600m) and 2 x 50m sprints (maximum time of 7.5 seconds for each sprint)

All promotion candidates will be provided with two opportunities to undertake the fitness test. Failure to meet the require standard at either of the two occasions will mean that you will be withdrawn from the promotion scheme.

Note: Due to the large step up between county and supply league football, in order to ready candidates for promotion to Level 4, referees will only be observed on games that we would consider to commensurate with the challenges of games at supply league level.

These competitions are:

  • West Lancashire Football League (All Divisions)
  • Lancashire Football League (All Divisions)
  • Lancashire Amateur League (Premier Division, Division One and Division Two)
  • Lancashire FA Amateur Shield, Amateur Cup, Sunday Trophy and Women’s Challenge Trophy
  • FA Women’s Premier League
  • FA Women’s Cup
Apply for promotion from Level 5 to Level 4

Once a referee reaches Level 4, they will referee on Supply Leagues and will also act as an assistant referee on the National Contributory Leagues.

A Level 3 referee will referee Contributory League football and act as assistant referee on the National League North. They will also act as 4th Official on the National League Premier.

A Level 2B referee will referee on the National League North whilst also acting as 4th Official on the football League and a Level 2A referee will act as referee on the National League Premier.

A Level 1 referee will operate on the Football League and may be invited to join the Championship Select Group of Referees. In turn, they may then be invited onto the Premier League Select Group of Referees.

The final promotion for a Level 1 referee would to be promoted to the FIFA International List of Referees.
